NECA considers a contractor “qualified” that:

  1. is engaged in the business of electrical contracting as its primary business;
  2. is licensed to perform electrical work by local authorities having jurisdiction in its market area;
  3. employs electricians and technicians, who have earned journeyman status through certified apprenticeship programs, or have satisfied the local JATC (Joint Apprenticeship and Training Committee) through examination that they have the knowledge and requisite skills of a journeyman, or are enrolled as apprentices and working under direct supervision of journeymen;
  4. supports through its membership specific Standing Policy Statements of the association with regard to honoring specifications, electrical inspections, ethical contracting practices, and product guarantees.

NECA is confident in qualifications of its members because membership application and approval occurs through local chapters, where applicants must satisfy local boards in their community that they are qualified. We rely on the chapter managers and membership committees to perform due diligence regarding membership applications, and we are satisfied that they do so. Upon approval by the local chapter, the chapter submits an application for membership in the national organization.
